Reform And Modernisation

The Customs and Excise Division, a paper intensive Department where several of its systems are manual, finds itself in a dynamic environment that places a very high demand on its services.

The Department has therefore embarked on a programme of reform and modernisation to create and sustain an enabling environment, which is conducive to investment and stimulus of new trading opportunities while assisting in enhancing Trinidad and Tobago’ competitive advantage in the global economy.

What Is ASYCUDA?

ASYCUDA is an integrated computer system for the management of Customs procedures and operations, developed and maintained by the United Nations Conference on Trade and Development (UNCTAD). The implementation of the system offers:

1. Institutional strengthening of Customs through reform and modernisation;
2. Better conditions for trade operations;
3. Better management and control of Government finances;
4. Reliable source of information on trade; and
5. A platform and tools for a genuine implementation of e-Government.

The philosophy, suitability and use of ASYCUDA in the Customs and Excise Division have been fully endorsed by the Government. The Ministry of Finance and other relevant stakeholders both governmental and private sector have demonstrated strong administrative commitment and support.
